According to this thread in Steam Users forums the developers decided to release a level editor and already submitted it to Steam, where it's currently awaiting approval.

Steel Storm: Burning Retribution is an indie game with nice graphics, cool old-school level design and challenging gameplay. It uses DarkPlaces engine. The player takes a role of hovercraft pilot on a mission to protect the humanity from aggressive aliens.

Previously, only the mission editor was available, where players can create new missions in the existing locations. The new editor will give the ability to create new locations for the game.

motorsep from Kot-in-Action said that he is looking forward to officially release a community made mission pack, if the missions are good, and even that he would love paying a bonus to the author whose missions would bring huge sales to the game.

Update: the editor has just been released. The game was updated and the folder "netradiant_win32" was added, that's where it's located.

Kot-in-Action Creative Artel has launched a Modding Portal.

It is planned to fill it with tutorials about Level Creation, Modelling and Animation, Texturing and Shaders and Coding, so keep checking back the site if you're going to mod the game.

If you don't have Steel Storm: Burning Retribution but were thinking about getting it, now would be the best time, because the game is on Christmas Sale.

You can get the game for free by entering the PQ/PD trivia contest. :)

The modding portal will be nice. It's going to be about modding the Darkplaces engine which is a little better then D3 in some ways and not in others (IE it supports bone and vert animations, RT shadows and lightmaps, bump/spec/parallax mapping & the like but it still uses bounding boxes, no megatexture or tools built in so you need to do things all externally).
